IILM Secures Strong Investor Demand for USD 1.312 Billion Short-Term Sukuk Reissuance
Strong 1.78x oversubscription underscores resilience of IILM’s global investor base amid elevated yields, market volatility and prolonged geopolitical tensions
Kuala Lumpur, Malaysia – 6 October 2026
The International Islamic Liquidity Management Corporation (IILM) today successfully completed the reissuance of USD 1.312 billion in short-term Sukuk, attracting approximately USD 2.33 billion in orders, representing a 1.78 times oversubscription.
The transaction was completed against a challenging global fixed income backdrop, characterised by prolonged geopolitical tensions and conflict in the Gulf, elevated energy prices, persistent inflationary pressures, sizeable government funding needs and expectations of a continued “higher-for-longer” interest rate environment.
The Sukuk were issued across five tenors, comprising:
- USD 426 million at 4.25% for 1 month;
- USD 466 million at 4.35% for 2 months;
- USD 273 million at 4.75% for 4 months;
- USD 84 million at 4.65% for 6 months; and
- USD 63 million at 4.75% for 12 months.
The strong orderbook, achieved amid heightened volatility in global bond markets, underscores the depth and resilience of IILM’s international investor base and sustained demand for its highly rated short-term Sukuk as a high-quality Islamic liquidity management instrument.
Today’s transaction also marks an important milestone for IILM’s Sukuk programme, with 2026 issuance now surpassing the USD 22.9 billion issued in full-year 2025. Year-to-date, IILM has issued USD 23.424 billion across 93 Sukuk series, with four further auctions scheduled before year-end.
All issuances were conducted under IILM’s USD 8.5 billion Short-Term Sukuk Issuance Programme, rated “A-1” by S&P Global Ratings and “F1” by Fitch Ratings. IILM’s short-term Sukuk are distributed globally through its diversified network of 16 Primary Dealers, comprising Abu Dhabi Islamic Bank, Al Baraka Turk, Affin Islamic Bank, AlRayan Bank, Boubyan Bank, CIMB Islamic Bank Berhad, Dukhan Bank, First Abu Dhabi Bank, Jaiz Bank, Kuwait Finance House, Kuwait International Bank, Maybank Islamic Berhad, Meethaq Islamic Banking from Bank Muscat, Qatar Islamic Bank, Standard Chartered Bank and Bank Nizwa.
