Mr. Mohamad Safri Shahul Hamid joins the IILM after spending 13 years at CIMB (the Bank) where he had served the Bank in various capacities including as a Deputy CEO at CIMB Islamic and as a Senior Managing Director at the Bank’s Public Sector, Group Wholesale Banking.
Mr. Safri brings with him almost 30 years of experience in the banking and financial sector including over 20 years of meaningful experience as a pioneer, structurer, transactor and renowned leader in Islamic finance locally and internationally. Mr Safri has played an instrumental role in bringing some of the world’s first, ground breaking and award-winning Islamic transactions to the market and is well regarded as one of the pioneers of the Islamic capital market globally.
Mr. Safri has a strong credit background having served as one of the Group Credit Committee members at CIMB for about eight years between 2012 and 2020 as well as well as a Senior Analyst at the Malaysian Rating Corporation Berhad from 2000 – 2003.
Mr. Safri holds a bachelor’s degree in accounting from the International Islamic University Malaysia and an MBA (Globalisation) from Maastricht School, the Netherlands. He is a Chartered Accountant with the Malaysian Institute of Accounts (MIA).
Mr Safri is a renowned speaker at many local and international Islamic conferences and events.
Hichem Bouqniss is currently the Executive Director leading the Business Operations Department at the International Islamic Liquidity Management Corporation (IILM).
He oversees the execution of business strategies, the regular issuances of short-term Sukuk, the origination and structuring of Islamic Assets, the distribution of the IILM papers globally, and the smooth running of the short-term certificates issuance programme.
Prior to joining the IILM, Hichem Bouqniss has 8 years of experience at BNP Paribas in the Middle East, specialising in structuring and distributing Fixed Income, Foreign Exchange and Interest Rate Derivatives Hedging Solutions
Azrir is a member of both the Malaysian Institute of Certified Public Accountants (MICPA) and the Malaysian Institute of Accountants (MIA), and began his professional journey with KPMG Malaysia over two decades ago in a career spanning nearly 10 years, including a 19-month secondment to KPMG UK, which enriched his international exposure and professional experience. During his tenure with KPMG Malaysia, his audit portfolio was predominantly in the oil and gas industry, manufacturing and banking.
In 2010, Azrir transitioned from KPMG Malaysia to Jeddah, Saudi Arabia, where he joined Sidra Capital, a Shariah-compliant asset manager that specialises in private assets (real estate and private finance), and licensed by the Saudi Capital Market Authority, Dubai Financial Services Authority, and the Monetary Authority of Singapore.
Returning to Malaysia in early 2018, Azrir took on the role of Head of Finance at Maybank Asset Management Group (“MAMG”), where he served as the focal point of all accounting and finance-related matters of MAMG. He later joined BDO Malaysia as an Audit Director in mid-2022, where he remained for two years before joining IILM in June 2024 as the Head of Finance and Administration.
At IILM, Azrir is responsible for Finance, Administration, Corporate Communications, and the Information Technology unit.
