Associate Vice President, Issuance and Investor Relations (IIR) (2024/HR/07/0032)

The International Islamic Liquidity Management (IILM) is a Supranational institution established by Central Banks, Monetary Agencies and Multilateral Organisations to facilitate effective cross-border Shari’ah-compliant liquidity management. The IILM is currently the largest issuer in the Global Sukuk short-term market with more than 255 Sukuk offered since 2013 for a total of USD 107 Billion.

You will be joining the Front Office team to develop the distribution of the IILM Sukuk to investors globally and provide other technical contribution such as issuance strategy and execution, data collection, production of research and statistical analysis. This opportunity will provide you with a breadth of experience in Islamic Finance and an in-depth insight into Sukuk Issuance, Liquidity Management, Securitization and Asset Structuring. You will have the chance to experience a wide range of work, play a key role in our expanding innovative platform, and participate in our various business activities.

Duties and Responsibilities:

Issuance
• Assist the Issuance team to execute the issuance strategy and to conduct regular auctions of the IILM Sukuk
• Contribute to setting up auctions schedule with the appropriate parameters while ensuring financial sustainability
• Follow procedures and guidelines to ensure smooth auction process
• Track, assess and organise Auction data and PDs’ bidding behaviour to provide charts and detailed analysis
• Maintain a strong relationship with the IILM Primary Dealers (PDs) and investors
• Monitor market and liquidity conditions to identify and analyse the IIFIs’ needs
• Enhance and monitor secondary market to fulfil the IILM mandate
• Prepare and enhance the different reports and presentations to the IILM Boards
• Ensure the reliability, effectiveness and enhancement of the existing auction system
• Develop procedures and guidelines to ensure smooth auction process
• Support the renewal process of the Primary Dealership agreement
• Participate to the Issuance Committee

Investors Relations
• Contribute to develop the investor base for the IILM Sukuk
• Maintain investors mailing list, contact list and call reports
• Participate to regular investors meeting and discussion to mitigate reissuance risks
• Spread awareness of the IILM Sukuk and its added value for liquidity management
• Enhance marketing material such as IILM factsheet, Investor Presentation, or Website
• Support the organisation of investor and PD roadshows

Others
• Write research articles on the IILM, Liquidity Management and other relevant topics
• Share strategic thinking with the BO team and the ED BO on business activities
• Engage with counterparties to execute Commodity Murabaha placements and develop the number of the approved counterparties to mitigate credit risk
• Guide and train the Associates and trainees in performing their duties
• Participate on ad-hoc projects and additional tasks as and when required, as directed by the supervisor under the instruction of the CEO
• Prepare marketing presentation for investors and material for board committees

Requirements and Qualifications:

The IILM shall appoint a AVP Issuance and Investors Relation taking into consideration the following criteria:
• Bachelor’s/ Master’s degree in Finance, Economics, Mathematics, Banking, Islamic Finance, or a related discipline
• Professional qualification such as CFA is an added advantage
• Fluent in English and another foreign language
• 3 to 5 years of relevant experience in Treasury & Financial Markets or Investment Banking, especially on the sell side, with exposure to GCC-based investors
• Knowledge of Islamic Structuring Solutions
• Strong analytical and interpersonal skills
• Excellent written and verbal communication skills
• Strong organizational skills, with the ability to work under pressure
• Ability to present insights to both technical and non-technical stakeholders
• Highly skilled in Microsoft Office tools (Excel/Macro & PowerPoint)
• Strong attention to detail, delivering accurate and high-quality work within established deadlines
• Strong motivation to contribute to the development of Islamic Finance

Senior Associate, Risk (2024/RMU/11/0033)

The IILM is currently seeking a highly qualified junior member of the Risk Management Unit to work closely with the Senior Risk Officer in the independent oversight of risks inherent in the IILM’s activities. The independent Risk Management Unit is a key component of the I ILM’s second line of defence and is responsible for:

  • Identify, measure, manage, monitor and report risks faced by the organisation
  • Improvement, implementation and ongoing monitoring of the Risk Framework, which includes operational risk, Shari’ah risk, reputational risk, financial risk and internal controls.
  • Oversee, evaluate and coordinate the I ILM’s Enterprise Risk Management approach.

This job opportunity is for a driven professional who is looking to make lasting impact to the risk management function at the IILM.

Duties and Responsibilities

  • Work closely with the Senior Risk Officer to oversee the entire Risk Management Unit function.
  • Assist the Senior Risk Officer as the secretariat to the Board Risk Management Committee (BRMC) and assist the BRMC to deliver its duties and responsibilities.
  • Implementation and ongoing monitoring of the Risk Framework, which includes operational risk, Shari’ah risk, reputational risk, legal & compliance, financial risk and internal controls.
  • Close monitoring of the I ILM’s operations, perform regular stress testing and establishing early warning triggers.
  • Contribute to the development and implementation of risk strategy which are in line with the risk limits and objectives approved by the relevant boards.
  • Perform comprehensive risk reviews of transactions including credit quality, market risk, operational risk etc.
  • Establish procedures for monitoring, maintaining and updating risk management policy and standard operating procedure in line with business growth.
  • Update and enhance the Business Continuity Management framework for the IILM.
  • Help raise risk awareness and promote proper attitudes towards risk management among staff

Requirements and Qualifications

  • Bachelor’s degree in risk management, finance, or accounting with a minimum CGPA of 3.50.
  • Demonstration of strong knowledge of risk identification, assessment and management frameworks.
  • Minimum 3 to 5 years of relevant experience in risk particularly in the Financial Sector, Investment Banking / Islamic Banking background.
  • In-depth knowledge in treasury operations and fixed income field
  • Knowledge of risk and governance standards (e.g. Basel, OECD, etc).
  • Having a VBA skill set is an added advantage.
  • Capable of sound judgement with integrity and developing independent opinions.
  • Strong financial and analytical skills.
  • Highly skilled in Microsoft Office tools.
