Job Purpose/ Purpose of Role:
The Risk Officer plays a critical role in providing independent oversight of the risk management processes across the IILM’s operations. This position ensures that all risks inherent in the organisation’s activities are effectively identified, assessed, managed and monitored.
- Identify, measure, manage, monitor and report risks faced by the organisation.
- Enhance, implement and continuously monitor the IILM Risk Framework, encompassing operational, Shari’ah, reputational, legal & compliance, financial risks and internal controls.
- Oversee, evaluate and coordinate the IILM’s Enterprise Risk Management (ERM) approach.
- Serve as a key independent executive responsible for enabling effective governance of significant risks and related opportunities.
- Uphold the independence of the risk management function as a vital component of the IILM’s second line of defense.
Key Relationships:
Internal Stakeholders: IILM employees including Management team, Board Members.
External Stakeholder: Third parties for Business Continuity Management.
Duties and Responsibilities:
- Responsible for the entire Risk Management Unit function
- Function as the secretariat to the Board Risk Management Committee (BRMC) and assist the BRMC to deliver its duties and responsibilities
- Implementation and ongoing monitoring of the Risk Framework which includes operational risk, Shari’ah risk, reputational risk, legal & compliance, financial risk and internal controls
- Close monitoring of the IILM’s operations, perform regular stress testing and establishing early warning triggers
- Contribute to the development and implementation of risk strategies which are in line with the risk limits and objectives approved by the relevant boards
- Perform comprehensive risk reviews of transactions including credit quality, market risk, operational risk etc.
- Be the point person to advise management on risk related matters;
- Provide guidelines for implementing and improving risk governance through enhanced dialogue of risk and strategy between the management and necessary functions
- Establish procedures for monitoring, maintaining and updating risk management policy and standard operating procedure in line with business growth
- Update and enhance the Business Continuity Management framework for the IILM
- Attending and representing the risk management function at all board committees in coordination with the BRMC (i.e. Board Risk Management Committee, Board Executive Committee and/or Governing Board)
- Participate in ad-hoc projects and additional tasks as and when required, as directed by the BRMC under the instruction of the CEO
- Help raise risk awareness and promote proper attitudes towards risk management among staff
Requirements and Qualifications:
- Bachelor’s Degree in Risk Management, Business, Finance, Economics, Statistics, or Engineering.
- Certified Financial Risk Manager (FRM).
- Proven expertise in risk identification, assessment and management frameworks.
- 10–15 years of relevant experience in risk management with a strong focus on GCC
(Gulf Cooperation Council) market risk and financial risk within the Financial Sector.
Background in Investment Banking or Islamic Banking with deep knowledge of treasury
operations are highly desirable. - Familiarity with international risk and governance standards (e.g., Basel, OECD).
